I don't believe so. As I understand it the character of Deunan Knute has been around for a long time (I think at least the mid 1990s) and while her appearance in the "Appleseed Alpha" movie is a bit more photo realistic than how she was drawn in the previous moviews "Appleseed" in 2004, or "Appleseed Ex Machina" in 2007 I think that there are alot of similarities in how she is drawn, as shown in this image
Meanwhile, Shailene Woodley's character appears to have changed a bit over time in the "Divergent" movies and she seems to kind of has a different shaped face (especially in way of her jaw and cheekbones), as shown in this image
As such, I suspect that any semblance is likely more just that both characters are young women in a futuristic military like setting rather than anything else.
